If these council members are successful in changing city ordinances vs. putting a referendum to the citizens, the legislative role currently held by the council would shift to an administrative role, meaning department heads would ultimately report to 7 elected officials.

Don't forget there was a HACK last year. Yes, Pickens County was hacked and Easley services were impacted for weeks. In response to that CRASH, EASLEY council made the most obvious decision to have total control over their data and operations.
